SB 575 -- SCHOOL BUILDING REPORT CARDS SPONSOR: Caskey (Davis) COMMITTEE ACTION: Voted "do pass by consent" by the Committee on Education-Elementary and Secondary by a vote of 23 to 0. This bill revises the statute on school district reporting to be consistent with a building-level reporting requirement. The statute currently requires the State Board of Education to adopt a policy for public reporting of district information. As revised, the statute calls for an annual report for each building to be made available in several ways, including but not limited to, providing the report when a student enrolls or receives grades, in newspapers, or by posting on the Internet. The bill deletes the requirement for the development of multiple reporting models; substitutes a standard form, which districts may use; and deletes the information required on extracurricular activities and their costs, as well as deleting the requirement for reporting the number of hours of attendance, while retaining the requirement for days of attendance. Instead of reporting financial information on a building level only when a district has 2 or more buildings that hold the same grades, the bill requires reporting on the district as a whole and by attendance center. FISCAL NOTE: No impact on state funds. PROPONENTS: Supporters say that current law focuses on district level accountability; the bill standardizes reporting on a building level and removes some cumbersome reporting requirements. Testifying for the bill were Senator Caskey; Missouri School Boards Association; School Administrators Coalition; Missouri Federation of Teachers; and Missouri National Education Association.
